Deschutes County Forestland Classification Meetings


The Deschutes County Forestland Classification Committee will host the first of three public meetings to inform the public of the preliminary forestland classification results for the county.  Tonight's meeting begins at six at the La Pine Fire Department.

Information Meetings Planned for Deschutes County Forestland Classification

[Bend, Ore.]  The Deschutes County Forestland Classification Committee will be holding public meetings to explain the forestland classification process and criteria used by the committee and to present the preliminary forestland classification.  These meetings and the public hearing are the final steps before the committee considers testimony received and finalizes the classification.  Forestland classification is the process of determining what is forestland, then further classifying these lands as primarily suitable for growing timber, for grazing/agricultural use, or a combination of the two.  Forestland by definition includes woodland, brush land, or clearing that at any time of the year contains enough vegetation to present a fire hazard, regardless of how the land is zoned or taxed.
The six person committee is comprised of foresters, landowners, and experienced fire fighters.  Their varying backgrounds and areas of expertise proved insightful during the process and ensured a quality preliminary classification.  Efforts during this reclassification process have focused on accurately mapping and classifying the lands based on soil productivity, potential fuel hazard, existing vegetation and other factors which may influence the potential fire risk for these lands.  Soil surveys, aerial photo imagery, infra-red imagery, and on site visits were used to identify the suitable classification for the forestland. 
Committee members and representatives from the Oregon Department of Forestry will be available at these informational meetings to provide information specific to landowners and answer any questions.  All meetings begin at 6:00 P.M.  Public meeting schedule:

Pursuant to ORS 526.328, notice is hereby given that a public hearing will be held to receive from any interested persons suggestions, advice, objections or remonstrance’s to the preliminary forestland classification for Deschutes County, within the Central Oregon Forest Protection District.  A hearing will be held on Monday, December 3, 2018, at 6:00 P.M., at the Deschutes County Services Building – 1300 NW Wall Street, Bend, Ore. Maps of the preliminary classification may be inspected during normal working hours at the Oregon Department of Forestry Central Oregon District Office – 3501 NE 3rd Street, in Prineville, or at the Department of Forestry office in Sisters, 16721 Pine Tree Lane.  Written testimony may be submitted to the committee at these locations or by mail, PO Box 670, Prineville, OR  97754. [Bend, Ore.]  The Deschutes County Forestland Classification Committee will be holding a public hearing December 3, 2018 to hear testimony regarding the preliminary forestland classification.  Landowners will have the opportunity to provide written or verbal testimony regarding draft classification results and the process for the committee to evaluate prior to finalizing the classification.  Public information meetings are planned to provide information to affected landowners prior to the hearing.  The schedule follows, all meetings begin at 6:00 P.M.

“Forestland classification” is the process used to determine lands inside a forest protection boundary which meet the definition of forestland (ORS 526.005(a)).  The process further delineates these “forestlands” into lands suitable for timber production or grazing/agricultural use.  Land use zoning and taxation are not used to determine forestland classification for this process.  Forestland inside the protection boundary is provided wildfire protection by the Oregon Department of Forestry through a Forest Patrol Assessment on landowner’s property tax statements.  For more information regarding forestland classification in ODF’s Central Oregon District visit www.odfcentraloregon.com.

Boundary Change Public Hearing

Oregon Department of Forestry's Central Oregon District is holding a Public Hearing to receive testimony regarding a proposed change to the existing District Boundary in Jefferson and Deschutes counties.  The Hearing will be held at 1pm on March 19, 2018 at Redmond City Hall (411 SW 9th Street, Redmond, Oregon.).

  • Public testimony

Public Hearing on revision to Oregon Department Forestry Central Oregon Forest Protection District Boundary

WHAT: The Oregon Department of Forestry’s (ODF) Central Oregon District will hold a public hearing on a proposed change to their Forest Protection District Boundary in Deschutes and Jefferson counties.

WHEN: 1 p.m., Monday, March 19, 2018

WHERE: Redmond City Hall, 411 SW 9th Street, Redmond, Oregon.

WHY: Revising the Central Oregon Forest Protection District Boundary to more accurately reflect areas receiving wildland fire protection services from ODF.

WHO: The public is invited to attend and give testimony.  A report of the public testimony will be provided to the Board of Forestry to review and consider for approval prior to the proposed change.

MORE INFO: New lands proposed to be included in this portion of the boundary may be subject to a forest patrol assessment, which is collected through a landowner’s ad valorem tax statement in November.  Lands removed from the Central Oregon Forest Protection District will continue to receive wildland fire protection from rural fire departments with assistance from ODF through existing mutual aid agreements.

Department of Forestry looks to relocate Central Oregon District boundary

[Prineville, Ore.]  The Oregon Department of Forestry is considering shifting the current Central Oregon District Boundary in Jefferson County near Lake Billy Chinook.  District managers have coordinated with partner agencies to review the existing boundary and developed the proposed boundary location based on risk of wildfire and existing fuel factors.  Relocation of the existing boundary will reduce the area of the current protection boundary and will match-up with landowners who are paying for wildfire protection through the Forest Patrol Assessment process. Much of the area being removed from the Protection District is in agricultural production.  Affected landowners will have the opportunity to talk with Central Oregon District personnel regarding the location of the boundary on February 28, 2018 at 5:30 p.m.  The meeting will be held at Lake Chinook Fire and Rescue, 11700 SW Graham Road, Culver, Oregon.
The boundary shift is intended to better align ODF wildfire protection where vegetation, fire history, and existing infrastructure pose a threat to forestland.  ODF will continue to provide mutual aid resources to its partners, including Lake Chinook Rural Fire Protection District, Crooked River Ranch, Jefferson County Rural Fire Department, Bureau of Land Management, and the US Forest Service.
A public hearing to provide testimony regarding the boundary change will be held at 1:00 p.m., March 19, 2018 at Redmond City Hall, 411 SW 9th Street, Redmond, Oregon.  This testimony will be reviewed prior to final changes being presented to the Oregon Board of Forestry for adoption.
