River County was adopted by the Hood River-Wasco Counties Forestland Classification Committee during their committee meeting January 18<sup>th</sup>.<span style="mso-spacerun: yes;"> </span>The committee held a series of public meetings and two public hearings in December seeking public input before finalizing the draft classification.<span style="mso-spacerun: yes;"> </span>This completes the work of the committee, which has been meeting since December 2019 (with a pause due to Covid), to establish criteria and review changes to the previous classification which had been adopted in 2012. <span style="mso-spacerun: yes;"> </span></span>Revisions to the 2012 classification include administrative corrections to lands where the criteria was not applied correctly, classifying CRP as Class 2 or 3 forestland as appropriate, classifying newly identified forestland, identifying lands which no longer meet the definition of forestland and improved accuracy of the classification due to land or clearing that, during any time of the year, contains enough forest growth, slashing or vegetation to constitute, in the judgement of the forester, a fire hazard, regardless of how the land is zoned or taxed (ORS 526.005 (6)(a)).<span style="mso-spacerun: yes;"> </span>ORS 526.324 further classifies “forestland” in Oregon into Class 1 (timber), Class 2 (timber and grazing class) and Class 3 Gordon Foster, Prineville-Sisters Unit Forester of the Oregon Department of
Forestry, filed the written order with the Deschutes County Clerk’s Office

filing is a list of taxlots with associated Class 2(timber & grazing) and
Class 3 (grazing) acreages.<o:p></o:p></div>

A public hearing called pursuant to ORS 526.328(1), relating to preliminary forestland classifications adopted by the Deschutes County Forestland Classification Committee, was convened at 6:46 pm on Monday, December 3, 2018. This hearing was to take testimony on work done by the Classification Committee in Crook County.<o:p></o:p></div>

Before receiving oral comments, I briefly summarized the purpose for the hearing, described the role and limitations of the Hearing Officer and the Classification Committee. I indicated the opportunity to submit written comments would remain open until 5:00 pm on December 10, 2018. In addition, it was noted that the proceedings of the public hearing were being recorded.<o:p></o:p></div>

Classification Committee will be holding public meetings to explain the forestland
classification process and criteria used by the committee and to present the
preliminary forestland classification.<span style="mso-spacerun: yes;"> </span>These
meetings and the public hearing are the final steps before the committee
considers testimony received and finalizes the classification.<span style="mso-spacerun: yes;"> </span>Forestland classification is the process of
determining what is forestland, then further classifying these lands as
primarily suitable for growing timber, for grazing/agricultural use, or a
combination of the two.<span style="mso-spacerun: yes;"> </span>Forestland by
definition includes woodland, brush land, or clearing that at any time of the
year contains enough vegetation to present a fire hazard, regardless of how the
land is zoned or taxed.<br />

expertise proved insightful during the process and ensured a quality
preliminary classification.<span style="mso-spacerun: yes;"> </span>Efforts
during this reclassification process have focused on accurately mapping and
classifying the lands based on soil productivity, potential fuel hazard,
existing vegetation and other factors which may influence the potential fire
risk for these lands.<span style="mso-spacerun: yes;"> </span>Soil surveys,
aerial photo imagery, infra-red imagery, and on site visits were used to

District managers have coordinated with partner agencies to review the existing boundary and developed the proposed boundary location based on risk of wildfire and existing fuel factors. Relocation of the existing boundary will reduce the area of the current protection boundary and will match-up with landowners who are paying for wildfire protection through the Forest Patrol Assessment process. Much of the area being removed from the Protection District is in agricultural production. <span style="font-family: Times New Roman;"><span style="font-family: Calibri;">Prineville, Ore.—On February 6, 2016 the Crook County Forestland Classification Committee voted unanimously to accept the preliminary classification as final.<span style="mso-spacerun: yes;"> </span>This preliminary classification included suggested edits from landowner review at public meetings in January and on-site visits with committee members.<span style="mso-spacerun: yes;"> </span>All suggested edits to the draft classification were reviewed by the committee prior to adopting the preliminary data as final.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span><br />

<span style="font-family: Calibri;">The final classification was filed with the Crook County Clerk, Cheryl Seely on February 17, 2017.<span style="mso-spacerun: yes;"> </span>This filing initiates the thirty day appeal period for the classification.<span style="mso-spacerun: yes;"> </span>As per ORS 526.332 any landowner who is aggrieved by the classification may appeal to the Crook County Circuit Court.<span style="mso-spacerun: yes;"> </span>By definition “forestland” is any woodland, brushland, timberland, grazing land or clearing that, during any time of the year, contains enough forest growth, slashing or vegetation to constitute, in the judgement of the forester, a fire hazard, regardless of how the land is zoned or taxed (ORS 526.005 (6)(a)).<span style="mso-spacerun: yes;"> </span>ORS 526.324 further classifies “forestland” in eastern Oregon into Class 2 (timber and grazing class) and Class 3 (grazing and agricultural use).<span style="mso-spacerun: yes;"> </span>The Crook County Forestland Classification Committee has met regularly over the past four years to review and refine the criteria used to update the Forestland Classification in the county.<o:p></o:p></span></div>
<span style="font-family: Calibri;">The committee consists of Tim Deboodt—Chairman (Oregon State University Extension Representative), Kristin Dodd—Secretary (Oregon Department of Forestry (ODF) Representative), Chuck McGrath (County Grazing Representative), Casey Kump (Oregon State Fire Marshall Representative), John Morgan (County Timber Representative), and Ken Fahlgren (County At-Large Member).<span style="mso-spacerun: yes;"> </span>The committee has focused on equity and fairness for all landowners within the county as part of the complete and coordinated fire protection system.<span style="mso-spacerun: yes;"> </span>Oregon statute require lands within the county be periodically reviewed for accuracy and changes to the vegetation.<span style="mso-spacerun: yes;"> </span>The current classification of lands within Crook county updates classification that was previously conducted in the mid-1970’s<o:p></o:p></span><br />

<span style="font-family: Calibri;">Current revisions to the classification includes all lands in Crook County within ODF’s Central Oregon Protection District Boundary and improved accuracy of the classification due to better technology and newer data.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">Beginning July 1, 2017 all Class 2 and Class 3 forestland in Crook County will be included in ODF’s Forest Patrol and will have wildland fire protection provided by ODF’s Central Oregon District.<span style="mso-spacerun: yes;"> </span>ODF is part of the complete and coordinated fire protection system which includes local, rural, county, state, and federal resources.<span style="mso-spacerun: yes;"> </span>Landowners who receive this service will see a Forest Patrol Assessment on their Crook County Tax Statement later this fall.<span style="mso-spacerun: yes;"> </span>The per acre assessment rate is based on a level of service determined by ODF with approval and oversight from Eastern Oregon Forest Protective Association and a District Budget Committee made up of local landowners from each of the counties in the District.<span style="mso-spacerun: yes;"> </span>The rate is determined each spring after the budgeting process.<span style="mso-spacerun: yes;"> </span>The 2016 rate was $2.1373 per acre for Class 2 (timber) forestland and $.7897 per acre for Class 3 (grazing and agricultural use) forestland.<span style="mso-spacerun: yes;"> </span>There is a minimum assessment of $18.75 per taxlot with classified forestland.<o:p></o:p></span><br />

Once lands have been determined to meet the definition of forestland (ORS 526.005(5)(a)), they are further classified as lands primarily suitable for timber production, grazing use, or a combination of the two. Timberland (Class 1 & 2) is defined as all forestland primarily suitable for joint use of timber production and the grazing of livestock. Grazing lands (Class 3) are defined as all forestland that is primarily suitable for grazing or other agricultural uses. Grazing lands may contain undeveloped grasslands if such grasslands are in close proximity and intermingled with timberland. Developed areas and agricultural lands are exempt from classification.<br /><br />Once the timberland areas are classified, intermingled and adjacent grazing lands are also classified. The purpose of this approach is to allow firefighters a reasonable chance to suppress fires at small sizes regardless of where they originate and to create logical control points. <br /><br />("Forestland" is defined as any woodland, brushland, timberland, grazing land or clearing that, during any time of the year, contains enough forest growth, slashing or vegetation to constitute, in the judgement of the forester, a fire hazard, regardless of how the land is zoned or taxed.)<br /><br /> The Forestland Classification process is done to improve the accuracy and equity of the Forest Patrol Assessment to ensure the appropriate acres are being assessed at the appropriate rate for protection from wildland fire. For some landowners this process will create a change for several reasons. The differences in the accuracy of the mapping technology in the 1960's (the last time forestland classification was completed in the Central Oregon District) compared to today is enough to create small changes even if the timber and grazing lands are exactly as they were in the 1960's.
